The East County Transitional Living Center helps the homeless living on the street get back into life by helping them beat addictions and overcome difficult life situations. Steve has been through the program and will share his amazing journey and testimony. Luke Gibson is a business owner who helps ECTLC by hiring people in the program and giving them valuable work experience.
The story began over 15 years ago as a group of businessmen and a small church began to transform not only an old motel but thousands of homeless men, women, and children. Many of the larger churches in the county, the Southern Baptist Association and the City of El Cajon all came together to develop one of the most successful transitional living centers in the country.
The story continues as you now consider becoming a part of providing an additional 40 rooms for homeless families. Today in San Diego County hundreds of families are sleeping in their cars and are waiting for a room to open so that they too would experience the transformational change that is offered here at ECTLC. [00:00:44] guest today is pastor Harold Brown he’s with the East County transitional living center here in San Diego County East
[00:00:50] County I’ve also got Luke Gibson on here Luke is a business owner in East County and owns a grading company as well as a
[00:00:58] bunch of other stuff that he’s doing all over San Diego County and we also have Steven Roberts who works with Luke and
[00:01:04] has actually been a part of the East County transitional living center hey guys I just want to thank you so much for being on the air today great to be
[00:01:09] here you she ate it so we’re gonna talk to all three of these guys and just learn a lot about what it takes to
[00:01:15] really reach out to the homeless and make a difference in their lives not not a short term difference not not a difference that just makes us feel good
[00:01:21] but difference that lasts and so pastor brown you’re the director of the East
[00:01:27] County transitional living center and how long have you been doing that well I got saved off the streets and in San
[00:01:34] Diego in 1988 at the San Diego rescue mission I worked there for 11 years and
[00:01:39] in 2001 I came out to the East County and we formed the East County
[00:01:45] transitional living center in 2003 a bunch of business men came together saw
[00:01:51] the problem that was happening in the East County with homeless and we purchased a old 101 room motel the the
[00:02:00] old fabulous seven motel out and out in the East County with also famous
[00:02:06] restaurant right next door and Emmas pancake breakfast and we slowly converted that into a transitional
[00:02:13] Center with the business model of getting not only getting people saved because that’s our our primary aspect is
[00:02:20] to lead people to a relationship with Jesus Christ because it’s only the Word of God that will actually transform
[00:02:26] somebody but also to give them the aspect of going back to work because we
[00:02:31] all know the Word of God says that if you don’t work you don’t eat and we feed four hundred thousand meals a year at
[00:02:37] the center and so people like to eat yeah good food right and I it’s
[00:02:43] interesting because I was reading some stats the other day it says to house somebody in a prison I believe it’s
[00:02:50] somewhere around forty thousand dollars per year to keep one person in prison and and so what you’re doing is you’re
[00:02:58] keeping people out of prison and helping them to be introduced to Jesus Christ that’s exactly right and we do it for
[00:03:03] around three dollars a day and so if you do the math it’s extreme it’s it’s just amazing what we’re able to do because of
[00:03:10] partnerships with business people and I want to know what you stopped where do you buy groceries is what I want to know well we get donated food which is really
[00:03:17] amazing yeah and we send a vehicle around every day and we pick up food from Walmart from from all the different
[00:03:24] grocery stores Albertsons Kentucky Fried Chicken Pizza Hut and you know those
[00:03:30] food is good yes has its expired on its best buy day but it’s still good food absolutely and we use those food and and
[00:03:38] trained people in our kitchens and culinary arts to be able to produce a wonderful nutritious meal and we do this
[00:03:46] for seventeen cents a meal so we’ve really learned how to be extreme mission
[00:03:52] efficient with God’s resource that’s fantastic and if you’re if you’re listening and you want to get involved

[00:04:02] have a lot of volunteers that work with you also we do we have quite a few people who have volunteer we have people
[00:04:07] who have come through our programs and continue to come back and volunteer but we have a lot of volunteer opportunities

[00:04:20] now so back to your story with the San Diego rescue mission give us
[00:04:27] a bit of your background like what what caused how did you end up on the streets a lot of people wonder you know how does
[00:04:32] a person end up in a position where they’re they’re living on the streets you know what happened in your life most
[00:04:38] people go through what I would call PTSD they have a post-traumatic stress syndrome something happened tragically
[00:04:44] in their lives and they didn’t react well to it and are you talking about like military or your stuff looking
[00:04:50] outside of the movie we we tend to put that only to military but really when somebody dies in your family or there’s
[00:04:57] a divorce you know you lose a job and you don’t really know what to do you’re stressed out oh yeah and if you don’t
[00:05:05] know how to handle it and you don’t have a safety net you wind up on the streets now most of the time is from really bad
[00:05:10] choices and we understand that yeah and taking responsibility for your bad choices is what we teach but it I came
[00:05:17] out of the military I did four years came out honorably discharged and alcoholic did three years in Germany my
[00:05:25] family had broken up divorce had no direction at all in my life and I wound
[00:05:30] up homeless on the streets using crack cocaine wound up in San Diego and had
[00:05:36] gotten a job jobs weren’t a problem for me I was a plumber by trade but one
[00:05:43] night got blacked out drunk and two homeless guys picked me up and carried me to the San Diego rescue mission and
[00:05:48] really for the first time in my life I I heard the Gospel message from somebody
[00:05:53] that had gone through the same thing that I had gone through yeah this fella got up and he literally just read my own
[00:05:59] read my mail you know and he told me if you leave you’re gonna die and I believed him and and I asked Christ to
[00:06:06] come into my come into my life and I didn’t leave the rescue mission for a long long time I mean I literally didn’t
[00:06:12] leave the building for a long oh yeah because I knew if I did I would go back
[00:06:18] into the madness yeah and so over the years I’ve really learned a lot about the human nature and
[00:06:25] what causes the human nature to lust and desire things and one of the things in
[00:06:30] our program that we really focus on is the the idea that you’re not supposed to walk according to the flesh but
[00:06:36] according to the spirit and that that old man has to be crucified you have take responsibility for your past
[00:06:42] actions confess them get free of them and and walk on to to a new relationship
[00:06:48] with Christ amen that’s that’s really powerful now how old were you when you when you got into
[00:06:55] the rescue mission and then ultimately got out what was the step to you becoming the director of the East County
[00:07:00] I was additional living so I was 32 years old young guy yeah it was 30 years you still
[00:07:06] look young yeah 30 years God did you got more hair than I do
[00:07:14] you know I through the transformation that Christ does in your life 32 years
[00:07:20] old went into the rescue mission learned a lot about God a lot about God’s people
[00:07:26] I I was the maintenance man became the maintenance manager wound up the
[00:07:33] director of facilities and I married my wife of 23 years now we’ve had four
[00:07:39] children Wow and you know it in 2001 I needed to kind of look at a different
[00:07:45] career change because for kids and I thought you know I should I should really kind of look at trying to make
[00:07:51] some more money and went to work for a Hammond construction out in the East County and as a property manager in 2001
[00:07:57] and shortly after that late 2002 a situation happened out in the East
[00:08:03] County one of the local pastors wanted to make a stand for homeless and any
[00:08:09] allowed a few people to tent alongside his church and before you knew it there was 125 people tenting alongside there
[00:08:16] oh my goodness I was very you know III I’m kind of a I hate to think that I’m
[00:08:22] an expert and homeless stuff but yeah I am yeah and Jeff and Greg Hammond asked me
[00:08:29] to go over and talk to talk to this pastor and we came up with a plan with
[00:08:34] father Joe’s help we had the one and only homeless shelter out in the East County in 2002 and we
[00:08:41] took 125 people and put him in a tent and worked with them but then we figured
[00:08:47] well what’s next do something next yeah cuz this pastor he didn’t really know what he was doing he was like I have a
[00:08:52] heart but but but I don’t have the knowledge didn’t have the knowledge yeah because that actually can lead to a lot of problems
[00:08:58] they can yeah and no a lot of bad stuff was happening yeah on the property and he didn’t realize it yeah but when he
[00:09:04] did he immediately wanted to do something about it and and so did the rest of the business people and and the
[00:09:10] Christian community in El Cajon yeah Shadow Mountain Church stepped up huge for several years supporting our work
[00:09:16] down at the fabulous seven motel but but that’s what was found an old motel 101
[00:09:22] room motel was located and it was purchased and we start the process of
[00:09:27] turning it into what it is today a tremendous transitional living center that’s able to house feed and clothe 400
[00:09:33] men women and children yeah hundred and forty children on-site today oh my goodness from newborn all the way up to
[00:09:39] 18 years old raise the Lord what an amazing snoring to go all the way from where you were and your early
[00:09:45] 30s to where you are today and to see God work and what he can do is just amazing to me I’m a tremendously blessed
[00:09:52] person yeah every day I get to see miracles happen yeah it’s it’s really
[00:09:57] really cool that is fantastic my guest today is pastor Harold Brown with the East County transitional living center Luke Gibson who’s going to be sharing a
[00:10:03] little bit with us about his heart and why he decided to kind of team up with Pastor brown and Stephen Roberts who

[00:13:53] center Luke Gibson and Stephen Roberts and pastor Brown I wanted to pick up off the segments that we just covered you
[00:14:02] work with other businesses all around East County and partnering with them yes what does that partnership look like and
[00:14:08] how did that idea come into fruition where did that come from well one of the things we wanted to do when we designed
[00:14:13] the program was design a program that didn’t rely totally on donor support that actually was a self-generating
[00:14:20] program that was able to sustain itself and we love people to donate to us we
[00:14:26] will receive anything as far as all household items and whatever you can donate we take everything yeah however
[00:14:32] we really wanted to set it up to where it was people going back to work and the
[00:14:38] idea was not becoming dependent right not being dependent but actually being independent and being able to go out
[00:14:44] there and and become all they can be in Christ as well and so partnering with other businesses to do what we call work
[00:14:50] therapy so we have contracts with many many businesses we also run concession
[00:14:57] stands down at Petco Park I run concession stands up at the Rose Bowl what we do concession stands for
[00:15:03] spring training and we teach people to do everything that would involve food
[00:15:08] service back at the house front of the house cooks point-of-sale contact cashiers a whole gana so they’re
[00:15:14] learning all about how to run a business all about how to run a business wow that’s fantastic the people that go
[00:15:19] through the program they get to work training and a percentage of whatever the stands make down at the parks come
[00:15:25] to the center we also send people out on the streets to work work the streets
[00:15:30] with the clean and safe program in El Cajon we partnered with the city of El Cajon we put eight guys on the street
[00:15:36] every morning we go around we sweep the sidewalk clean the streets we work with homeless people we talk with homeless
[00:15:42] people we talk with business people on how to deal with people who are tenting or sleeping in their alleyways and how how
[00:15:48] to how to reach them what are some of the things that you teach people that aren’t like common knowledge like what
[00:15:55] do you tell a business person or or you know the city as if they’ve got people staying you know on those little islands
[00:16:02] between the freeways and stuff like that what what kind of advice do you give them well the one thing we really like
[00:16:07] them not to do is to give them money because Jesus doesn’t want want you to
[00:16:13] give them I I don’t feel that he does you know one of the things that money is
[00:16:19] wonderful for is for bartering services back and forth and yeah you know if you give somebody money it’s fine I mean I’m
[00:16:25] not telling people not to do it but I know from being homeless and working with homeless people that they’re
[00:16:30] probably not going to do the right thing with it and if you give them money you feel good about what you’ve done and you
[00:16:37] drive away thinking you’ve solved some problem or something but really all you’ve done is just perpetuate their
[00:16:42] ability to remain homeless there’s a lot of services a lot of programs in San Diego County that people can go in and
[00:16:49] get help yeah if they’re just willing to be obedient to some rules and and learn
[00:16:54] how they can be productive so so what should a person do who has a they’re
[00:16:59] driving by their kids you know my kids have said hey you know mom dad why is that person you know living there why
[00:17:06] are they lying on the street like that what does the person do there as an object lesson for their kids and also
[00:17:12] you know in a in a productive way in a productive Christian way how should we respond to that is it just driving by if
[00:17:20] it’s not given money what do you do well one thing you do is is it’s very difficult to him somebody money when
[00:17:26] you’re at a traffic light or in the middle of a road yeah and that can be kind of dangerous yeah that’s true if
[00:17:31] you do have an opportunity we have a really neat little card that you can get from us called would you like some change you know instead of handing them
[00:17:38] a dollar we’ll give them some change and on that card it actually has some information about how they can come and
[00:17:44] get into the center and get help that’s great so if you’d like to get some of those we can offer as many of you like
[00:17:50] they’re they’re easy to print and and copy it’s just you know we do it on just the eight and a half eleven piece of
[00:17:56] paper yeah are those those are on your website they will be on the are on the website that’s great because I think that’s a real
[00:18:03] practical way to actually reach out to somebody and say hey there is help for you and others help oh yeah there is help yeah and so it’s not like all your
[00:18:10] rooms are full and you you’ve run out of room or what we have opens all the time for single men single women okay we have
[00:18:17] an 80 bed facility for single men up in Del Cerro which is a first phase of our program we are have a new house coming
[00:18:24] online in Spring Valley for single women which will open up 40 more beds for single women I have about 190 to 200
[00:18:31] beds for single men single women families or is a different story families I have a huge waiting list of
[00:18:37] people to get into rooms for our family program but we’re doing something to try to help that yeah here shortly we’re
[00:18:43] going to build a couple new buildings that’s super exciting so as it pertains to you know working with businesses Luke
[00:18:52] how did you hear about East County transitional living center well I believe it was my dad that
[00:19:00] introduced me to the program and to Harold and have been running a construction company most of my life and
[00:19:06] we always need help I need laborers and truck drivers and operators and I hired
[00:19:13] my first laborer and oh for from the program and his name was Chango and he
[00:19:20] was with us for a few years over the years since I’ve hired probably 30 plus
[00:19:26] people right now we employ five people that are out of the program and you know
[00:19:33] it is such a joy for me and you to work
[00:19:38] with these people and to see the life changing that it does they are so
[00:19:45] appreciative and excited that someone will give them a chance and see that
[00:19:54] there’s potential in their lives and a lot of people have given up on on people
[00:19:59] you know that have been on the streets and everything and this is it’s really cool because you get to say hey I
[00:20:05] believe in Christ in you and I believe in you and and that’s that’s amazing
[00:20:10] yeah and God revealed it to me just here recently that part of my job is to train
[00:20:20] these people up so that they can go on to other careers as a business owner
[00:20:26] sometimes I’m a little selfish and I wanna yeah I train them and teach them I want to keep them but you know God is
[00:20:33] revealing that this is something that I can have a ministry in is helping these
[00:20:39] guys get back going and turn them on so that they can continue to excel on their
[00:20:46] life and have families again and I can tell you that you know some of them will
[00:20:52] come back years later and they’re so excited and so appreciative you know
[00:20:58] that I was able to be part of their life so yeah now have you seen that have you seen that guy Chango that you saw you
[00:21:05] know that you hired from ICI TLC is on doing other things or do you have
[00:21:11] other people you’ve seen move on and what are they doing in their lives I haven’t seen chongo in a few years but
[00:21:17] after probably a year or so after he went to work for another company I did
[00:21:23] see him and he was doing very well he was working at a aerospace company and I’ll go on Wow so but yeah there’s been other
[00:21:30] people that have moved on to other jobs and been successful and yet what a
[00:21:38] fantastic way how many businesses partner with what you’re doing is there a lot of businesses that are – we have
[00:21:43] one we have quite a few businesses that will partner with we’re always looking for more yeah just recently I had a gal who owns a
[00:21:50] couple of time shares of Airbnb ease I think AHA down on the beach and she was
[00:21:55] looking for a couple gals that could come on Saturday morning from 10 o’clock to 3 o’clock clean the rooms because the
[00:22:02] one guest that was in there from that week checks out at 10:00 yeah at 3 o’clock the new guest comes in for the
[00:22:08] next week over the summer so we have 12 weeks 12 Saturdays we’re gonna send four gals down there and completely clean the
[00:22:15] rooms and get them ready for the next guest and so those kind of opportunities that we get to put people back to work
[00:22:21] this also gives this Christian business woman yeah an opportunity to minister to
[00:22:27] other Christian women it’s really a body of Christ coming together body of Christ coming – yeah we have many other
[00:22:33] businesses that will do the same thing take the chance and and and and you know
[00:22:39] put yourself out there because you do you have to put yourself out there and and it’s not like it’s that big of a
[00:22:45] risk I mean when you hire somebody you don’t really know them very much anyway sure we can provide you with somebody
[00:22:52] that we know has been clean and sober has been in Bible studies has been ministered to has made a confession for
[00:22:59] Christ more than likely many of them have been baptized we baptized over 5,000 people

[00:27:46] through the the program and as has pastor Brown well he you went through the San Diego rescue mission but give us
[00:27:53] your background and and you know start with when you were a young kid growing up and then you know how you got off
[00:27:59] track and then how Christ brought you back on track okay well yeah as a young kid growing up I didn’t have much but I
[00:28:06] was pretty content with what we had and then I got a little older and I just started coming to rebell I didn’t know
[00:28:12] God when I was younger I didn’t know him when I was a teenager did you grow up here in San Diego yeah I grew up here in San Diego and
[00:28:18] do you mind me asking where you went to high school or any oh yeah I went to hell cow okay and uh so I my teenage
[00:28:24] years I was just rebelling I was just being a kid sure didn’t know any other way and then I got a little older and I
[00:28:33] just just a bunch of things happen in my life where I started using and I mean since from high school and all that I
[00:28:39] started I was really an addiction really really bad and I didn’t know there was any kind of help and it was just I would
[00:28:45] get off addiction for a while then it’d be back and that what kind of what kind of substances were I would use anything
[00:28:50] from like pills like and like anything that would make anything that would do
[00:28:56] anything to me oh yeah it was like whip-its anything yeah anything dust off that you’d spray on a keyboard it was it
[00:29:02] was pretty bad oh wow yeah but then then I I met a woman and my life kind of got on track but then
[00:29:08] the whole the circle just came back and I just fell again and then I actually became homeless and I was homeless for a
[00:29:15] while and then the one of those little cards that needs some change I was sitting in a little homeless congregation with some of the people and
[00:29:22] then that little that thing came up and I was like what is that they’re like go there like go and they didn’t know what
[00:29:28] it was either maybe they did they’re like go and so I go and I went there and
[00:29:33] God is just I had no clue of who he was and I went to the ranch and probably two
[00:29:39] weeks Roy wheeler was giving us a Bible study and I heard something and I heard
[00:29:44] something in the spirit I was like wow what is that and then since after that just things kind of just like starting
[00:29:50] to take off and God’s just been just porn his love on me and just a ministry has been so amazing that it’s it gives
[00:29:56] you the time to see how the body of Christ is working together and usually the time for him to work in you a year
[00:30:04] is set aside by God through ect LC for him to do his work in you and it’s just
[00:30:09] so amazing like I had I’ve been able to see that and I see it in other brothers and I see the things happening and all
[00:30:15] the brothers there and all the sisters there and all the families there I see my one of my really good brothers just
[00:30:20] got his son back and he’s living in the frm side family restoration ministries yeah it’s just amazing and it’s I get to
[00:30:27] see this all the time every day I get to see miracles happen just like pastor every single day if it’s a revelation if
[00:30:34] it’s if it’s someone’s circumstances because they’ll focus on Jesus and not their circumstance praise God that’s a
[00:30:40] miracle to me amen wow that is that is fantastic now how old were you when you you made that decision to go up you know
[00:30:47] to take that little piece of paper and walk up to the east ECT else I was 25
[00:30:52] years old okay 25 years old yeah and I was talking to uh you know our mayor the
[00:30:58] mayor of El Cajon who has his own amazing testimony of coming out of homelessness also that there is a huge
[00:31:05] increase uptick in drug abuse right now because of the availability of it plus
[00:31:11] the legalization of marijuana all these things are causing more and more so this is a greater need than ever before yeah
[00:31:17] to you know stop that cycle and and you know it’s interesting do you think that
[00:31:24] you could have broken out of that on your own what are your thoughts on that it’s an even no way I tried everything I
[00:31:30] tried anything that would I would get away from the addiction and that would like go start going to the gym I would
[00:31:35] try to just change my thoughts and I do so good for so long I’d have everything
[00:31:41] that I would want everything that I would need and then I would just self-destruct and then yeah then no way
[00:31:46] Jesus is the only way it’s the only way well with the awful testimony and you
[00:31:52] were saying Stephen that you were there for a year so can you explain that what is that well what’s going on there is
[00:31:58] that is that the standard is a year in the program well the year the year is like to really like equipped of really
[00:32:05] what God’s gonna do and that I mean in me I’m gonna speak for me but that the year you start you go to little syrup for three months it’s in the beginning
[00:32:12] you’re like no but then like if you stay for a month everything will open up everything will
[00:32:17] become visible because you will get it we’re connecting with Jesus and then the
[00:32:22] next three months you go down to the to the ECT LC building and then you just you continue to stay in your word
[00:32:28] because it but Del’s area you’re in your word for seven eight hours a day you do five classes then you have and you have
[00:32:36] like a Bible trivia and this is every day and I mean if you’re coming from not being yeah you’re just getting poured on the water
[00:32:43] on you from nothing to that and it was amazing what washed get washed in the word you’re literally just dumping the
[00:32:50] the word into their hearts and their minds yeah totally totally yeah that’s fan in Romans 12 right it
[00:32:55] says be transformed by the renewing of your mind and this is really about the Word of God right supernaturally come in in the year or somebody going through
[00:33:01] the program will actually experience what we have come to figure out about twenty years of church amen you
[00:33:08] literally have that’s awesome literally we better have just normal Christians going through this so they can actually
[00:33:14] start making a difference it’s okay it is open you have three or four Bible studies 45-minute studies a day there’s
[00:33:21] work yeah put you to work and you go out and do work but it’s a four phase program that builds on each phase first
[00:33:27] phase we get you out of Dodge we put you up in the mountains we get you away from all those those all the temptations that
[00:33:35] they call them a triggers and styles right yeah yeah we do vegetation management out in the backcountry we
[00:33:40] have a vegetation management group that goes out we train people to do weed whipping we do that hundred foot clean
[00:33:46] and safe and defensible space around people’s property out there were available for that if you’d like to contact us if and now is that do you
[00:33:53] charge for that yeah it’s it’s based on about ten dollars an hour per man okay on the job and it’s a donation yeah we
[00:34:01] we totally live by faith in the first sight very we’ll go out and we’ll say okay we’re gonna put five guys out there
[00:34:06] well we’ve whip it down and we do we do a great job yeah if you give us ten dollars we’ll take it you know we hope
[00:34:11] you would give us sure a great mount more than more than not we get more than
[00:34:17] what we have yeah sure because the guys do a really great job that’s awesome after that three months you do transition down to the main center in El
[00:34:24] Cajon and you do the three months there at the end of about nine months of going
[00:34:29] through the program you’re ready to go back to work and we get you a job okay and then you know you might stay with us
[00:34:34] another three to five months before you’re able to move out into a into independent living and that’s our hope
[00:34:39] and get you plugged into a church great my guest today is pastor brown with East County transitional living center their
[00:34:45] little that they’re feeding people um tell me how many again people you have currently currently we have 425 men
[00:34:52] women and children 425 men women in children this is an incredible ministry making a very very tangible difference
[00:34:59] in the lives of people in East County El Cajon and hopefully you get involved

[00:37:39] pastor brown a couple things I wanted to ask you so what is the what is the
[00:37:45] amount of people that you see is is there a a what do they call it a a rate
[00:37:52] of where they’re actually going back to the lifestyle or do you have a rate like
[00:37:57] that that something you keep track of or the recidivism rates it that’s what everybody know the success rate yeah
[00:38:03] yeah yeah you know we I’m not gonna be I don’t know what the right term would be
[00:38:09] but we feel we are 100% successful with everybody that comes because on day one
[00:38:15] you’re you’re given the Word of God yeah I mean from the moment you come on that property you’re gonna be exposed to
[00:38:22] God’s Word we don’t know what that seed will do we have no idea however about
[00:38:28] half the guys that go up to first phase stay of those half of the guys that walk
[00:38:35] about half of those come back within the first week they go oh wait a minute it
[00:38:41] wasn’t that bad yeah yeah like like Steve was saying if you can make it through that first month you’re you’re
[00:38:47] going to you’re going to make it through the rest of they be more likely the rest of the year or whatever that timeframe
[00:38:53] is to get back into life I’ve had people that go through 30 days we had Steve
[00:38:59] Wagner martial arts champion world champion came up through our program did
[00:39:04] 30 days had gotten all messed up but now he’s doing jujitsu for Jesus how
[00:39:10] or World Championships oh my goodness so what is the success rate I mean it’s very difficult to say what a success
[00:39:17] rate is we figure about eighty percent of the people that come through our doors wind up getting back into life and
[00:39:23] that’s that’s a high number oh yeah it’s an it but it’s we can we can substantiate it through art through our
[00:39:30] records and what we do families were tremendously successful with families with children over ninety percent get
[00:39:37] get back into life get reunified with their families reunification is a big thing that we’re really working towards
[00:39:43] now it’s so expensive to live here in San Diego and about seventy percent of our people
[00:39:48] that are coming into our programs are from San Diego County they’re from here so you’re making a difference locally I
[00:39:54] mean so businesses you know from both a spiritual aspect and also just a
[00:40:00] practical aspect of the environment really this is something we want to
[00:40:05] invest in because we want to see people healed and it’s a blessing to everybody to have people getting off drugs and
[00:40:11] getting employed and working hard and right and living their lives for Christ so one of the things we really need for
[00:40:18] for brothers and sisters Christians out there yeah if you have a granny flat if
[00:40:23] you have a room in your house that you’d like to have somebody come and live yeah
[00:40:29] a little bit of extra income for you it’s very difficult for us to get people
[00:40:34] into independent living it’s very expensive in San Diego County they’re just because they can’t afford it well
[00:40:40] it’s it’s not only you can’t afford it there’s just isn’t anything the vacancy rate right now I think is three percent
[00:40:45] and 2 percent of that is the high-rise apartments downtown so they’re you know our guys coming out of the program
[00:40:51] aren’t gonna go into the high-rise yeah yeah yeah maybe someday but not yet so
[00:40:56] those those thousand dollar-a-month apartments are few and far between actually they’re up to about $1,500 a
[00:41:03] month now so rooms that that are that are available and this is after their year-long cities after their year-long
[00:41:08] say these these folks are working employed in church yeah you know guys
[00:41:15] like Steve yeah that when you have them there they’re gonna witness to you yeah
[00:41:21] spiritualities gonna be challenging you so so does the now does the government
[00:41:27] help out at all in this or is there you know is there a division here or how does the only the only actual funding
[00:41:34] that we receive from government programming is what’s called CDBG funds and what we use those for is emergency
[00:41:41] shelter for families and the funding actually goes to the family so for the first 28 days of a family stay in our
[00:41:48] program it’s covered by CDBG funds during that 28 days we are just case
[00:41:53] managing them finding out what happened to them why they’re in that situation what’s the possibility of reunifying
[00:42:00] them with family members do they want to come into our program to another program what what what do they want to try to
[00:42:07] get help and about half of them we reunify with families we get them back in touch with with mom and dad many of
[00:42:14] these gals are 20-somethings with a couple of kids ran away from home when they were 15 16 years old had a couple
[00:42:21] babies and now they don’t know what to do and mom’s been looking for him for yeah that many years yeah and they
[00:42:28] didn’t they don’t know and when we make those phone calls it’s amazing it I get
[00:42:33] so blessed every Sunday I get to stand at church and they let me sing and I
[00:42:38] don’t sing very well they let me do it I seen your pastor so I guess happy that it and I get to look at the back of the
[00:42:43] room and I’ll be watching and I’ll see a family come in and I know they’re not part of us because I haven’t seen him
[00:42:49] before yeah but they’re looking around the room and then they spot their loved one and they walk over and and the tears
[00:42:55] flow and the hugs happen and we get paid you know that’s that’s God just blessing us oh yeah and that’s what an amazing
[00:43:02] testimony that is to the family to reconciliation yeah I have the Ministry of reconciliation
[00:43:07] boy what a powerful ministry that’s absolutely phenomenal now do you ever do any kind of fundraising or anything like
[00:43:13] that where in order to to raise support do you have any kind of yearly fundraisers or anything like that
[00:43:18] we are currently raising funds to build two new buildings okay we are building two dormitories on site we have
[00:43:25] contractors set up ready to build these buildings and we’re going to build the buildings in 12 hours these are going to
[00:43:31] be those kind of a crazy builds oh yeah and we blow them up plans are in planning department 12
[00:43:38] hours gonna build buildings old two buildings in 12 hours we’re gonna do this you need a videotape that we’re gonna video we hope to be live on
[00:43:45] somebody yeah but we did this before in 2006 we built a 2,000 square foot office
[00:43:52] building on the side of our building in 12 hours we had 40 contractors 300 workers to send on the property and they
[00:43:58] built the building done painted lights on toilets flushing done in 12 hours oh that is impressive and it was so
[00:44:05] impressive to all of them they want to do it again yeah and with with the problem with families a Guinness Book of
[00:44:10] World Records or something I don’t know get some publicity they uh but the problem I have is I have I have a hundred families plus on a waiting list
[00:44:17] so I have 40 motel rooms that I’m gonna move the singles out of those motel rooms into the dormitories it’s gonna
[00:44:24] open up 40 rooms for maybe 50 plus families because I can put a single mom
[00:44:29] with a baby and a single mom and a baby in a room together and they partner yeah I can help each other
[00:44:34] yeah and so we hope to be able to take 40 to 50 more families off the streets maybe another hundred and 25 kids that
[00:44:41] are right now living in their cars sleeping on the streets sleeping in Walmart parking lots they’re getting
[00:44:47] their kids to school they’re trying to make it but they just need a place to really change their lives Wow
[00:44:53] we’re gonna be doing this or do it in the middle of a fundraiser right now yeah I’d like to offer tickets yes

[00:48:17] time now and also Steven here who’s been through the East County transitional living center and you know pastor I was
[00:48:24] I was thinking to myself you know how has the homeless community grown over
[00:48:30] time in San Diego and you know our culture has been changing over time you know if you look back to I was talking
[00:48:37] to my mom the other day and she told me that in her high school she’s 87 now and she told me that in her high school she
[00:48:44] knew one family in the whole school whose parents were divorced in her high school now she didn’t go to a huge high
[00:48:50] school but still it seems like that that has changed dramatically in our culture
[00:48:55] and so what I’m curious is is you’re doing so much here to rescue these people people but what advice or and you
[00:49:02] really are an expert on this issue because you’ve been involved with it for so long on both sides and you’ve looked
[00:49:08] at it for so long so what is it you know that is kind of the cause of this and is there any you know for our people that
[00:49:15] are involved in leadership places like business owners like politicians like people that are that are decision-makers
[00:49:24] for our culture what kind of advice would you give them as to how they can begin to approach this from the other
[00:49:32] angle I’m not just not just rescuing the people but also preventing this from happening in the first place right we
[00:49:37] have a tremendous problem with family in our society the breakdown of the family unit is what is the cause of the results
[00:49:45] that we see right now divorce separations drug addiction alcohol all these things are just symptoms of a
[00:49:52] deeper problem and the deeper problem is is we’ve we’ve left God we’ve we’ve
[00:49:57] decided that God doesn’t matter in our culture anymore people walk around saying they believe in God but they
[00:50:03] don’t act like they believe in God and when you say that what do you mean like give me an example all I think if you
[00:50:08] ask you know the this regular American on the streets
[00:50:13] you believe in God I think you know stats still say maybe 70 70 percent but
[00:50:18] that’s going that’s come down yeah you know it used to be maybe 90% yeah but belief in God but now it’s maybe 70
[00:50:24] percent but you know you can say you believe something but unless you actually do what God says then you
[00:50:30] really don’t believe so you know part of the problem we have is this a failure of
[00:50:36] a lack of authority the whole family structure is based on Authority hmm and
[00:50:41] when you break that authority down then you you have lawlessness and lawlessness is this prevalent that’s rampant in our
[00:50:49] society what do we do to fix it oh we need God to show up you really do need
[00:50:54] people been crying for revival and crying for a revival but when God shows
[00:50:59] up a whole city is revived yeah you know and and I don’t know if God will do this I hope he does yeah
[00:51:05] but that’s the answer in the meantime what do we do you know there’s a lot of
[00:51:11] programs a lot of people are getting help it really is interesting in that about 4,000 people are actually helped a
[00:51:19] year in San Diego County through all the programs that are out there great programs there yeah a lot of great programs find one support it you know
[00:51:26] please if you have a heart to help this situation find a program that you can
[00:51:32] feel comfortable with and support it because we all need help you can support that with your time your talent your
[00:51:38] efforts for us I’m looking for business people I can put people back to work I’m looking for places where I can put
[00:51:43] people and house them after um I’ve you know worked with God and transformed
[00:51:48] them yeah these are the kind of things we really need help with in the homeless situation what has been lacking is
[00:51:55] business people we have a lot of social service people you have a lot of government people trying to figure out
[00:52:00] what to do with it but the one part of our society which is a three-prong society is business yeah business people
[00:52:08] have to get involved and the problem with business people getting involved with this with this problem is business
[00:52:14] people like to see things happen right away yeah they expect this all right is that true Luke absolutely
[00:52:19] not if you’re not producing a profit now they’re done no and so so a lot of these meetings that we have with business
[00:52:25] people they come to the meeting and they’ll come to the third million they come to the fourth minute say all night nothing happened I might I’m not I’m so
[00:52:32] so I want to encourage business people to stay the course yeah you know so so I’m Luke I want to ask you so as a
[00:52:38] businessman who’s been involved with with ICI TLC for so long what would you
[00:52:44] say to the to your fellow business and men out there about some of the fears they may have that or this you know lack
[00:52:50] of productivity or quickness and productivity or maybe they’re afraid hey
[00:52:56] I’m taking a risk here what would you say to them to encourage them to get involved you know there’s always a risk
[00:53:02] with anything but the reward is far greater mm-hmm you know it’s right now
[00:53:08] there’s such a shortage of skilled people in so many markets and we are
[00:53:15] always looking for new people you know New Labour’s new truck drivers whatever
[00:53:21] the skill may be and there’s a lot of different trades and a lot of different people that are at ICI TLC and so I can
[00:53:29] call up and I can say hey you guys have you know this kind of person or you know and so many times they’ll have somebody
[00:53:36] that really closely fits that and then sometimes they’ll have somebody that doesn’t know anything and we can start
[00:53:42] from scratch and train them the way that we want them and yeah you know it takes a long time but we’ve got somebody that
[00:53:49] loves God that wants to learn you know they’re there they’re excited and they
[00:53:56] just think it’s great that somebody’s willing to take the time and invest in them hmm and the investment is definitely worth it and when it all
[00:54:02] comes down you know you hear people say this all the time when it all comes down we look back on our lives what are we going to reflect on well we’re gonna
[00:54:10] reflect on how did I pour into other people what were the relationships that were developed by my life and how did I
[00:54:17] lead people to Christ right so I mean that’s what’s what’s gonna count ultimately so we’re coming running out
[00:54:23] of time here real quick and but but before we head out is there anything
[00:54:29] else guys that you’d like to encourage people with or any anything else even if there’s somebody out there who’s
[00:54:35] considering getting involved with ICI TLC but is hesitant or thinks to
[00:54:40] themselves I haven’t changed I don’t think I can change what would be your
[00:54:45] encouragement to them I would just say to go just to go and just stick it out and God will do all the work in you do
[00:54:52] everything you just need to wait you need to wait and he’ll change you from the inside out awesome that’s great pastor Brown somebody’s considering
[00:55:00] getting involved with it with the ministry may 5th is the event that is the event you know give us a call six
[00:55:06] one nine four four two zero four five seven okay six one nine four four two
[00:55:12] zero four five seven come by get a tour I give tours all the time I I love
[00:55:17] giving tours because God just blows me away every single day I do this and I tour people around and show them what
[00:55:23] we’re doing I go man go amazed I’m mining you of what God is doing right
[00:55:28] the biggest thing that everyone can do of course is pray yeah without God we can do nothing and so you know touch the heart of God
[00:55:36] think about what you can do to help we all have a lot of resources we all have a lot of talents so seed were seeds
[00:55:44] gonna grow and bring fruit yeah so come check us out love to love to show people around and
[00:55:49] show us show them what we’re doing and how they might get involved like Luke did you’re gonna you’re gonna be changed
[00:55:54] yeah absolutely I can tell already I’m so encouraged by you guys and just the
[00:55:59] blessing it is to hear this story and what you’re doing so I just want to thank you three for being on the program

[00:56:33] legal to talk about here in the public schools what a lot of people are really surprised by is this is just one of the
[00:56:39] things Eric burea calls him jaw droppers and he said when people hear this right they’re just astonished but you can give
[00:56:45] your full testimony in a public school classroom as a teacher you can tell about them about how Jesus Christ changed your life it’s completely legal
[00:56:52] it’s completely constitutional and it’s a part of the state education code and so most people don’t know this and so
[00:56:59] they’re silenced through a lack of knowledge they self-censor not knowing
[00:57:04] what’s legal so may 15th is our event and we’re going to be sharing with all kinds of teachers administrators and
[00:57:09] everybody about the truth as it pertains to sharing the gospel in the public schools and you’re going to be really
